Objective: 

Creation of a “Scientific network of excellence” in the Friuli Venezia Giulia Region among universities, public research bodies and international research bodies to reinforce the capacity for action, attractiveness and competitiveness at a national and international level of the institutions

Activities: 

Selection of scientific areas of common interest and promotion and support for the sharing of  best practices. 

Support for the development of international agreements, cooperation agreements and projects in the sectors of research and innovation, which involve the institutions belonging to the scientific network of excellence, first of all inside the strategy areas of the European Union for the Alpine Region (EUSALP) and of the European Union Strategy for the Adriatic - Ionian Region (EUSAIR)

Actions: 

The main goal is to increase the number of research projects with European funding in which SiS FVG is a partner.

To achieve this goal, it is necessary to act effectively during the preparation of proposals, strengthening technical and administrative capabilities to improve the quality of proposals, through:

•    Identification of personnel of SiS organisations dedicated to European projects and the requirements of SiS FVG Partners to evaluate opportunities for new joint services  
•    Establishment of a europlanning Coordination Committee composed of operational leads for European or national projects of SiS FVG Partners and creation of a shared virtual workspace
•    Monitoring and coordination with APRE FVG of the participation of SiS organisations in European tender procedures
•    Identification of personnel of SiS FVG Partners with experience as project evaluators
•    Identification of personnel of SiS FVG Partners that participate in coordination meetings of the Horizon Europe programme and who are national delegates or MUR experts for the programme
•    Establishment of sub-working groups for specific topics
•    Launch of the structured exchange of information between SiS FVG and the Liaison Office of the Regional Authority of Friuli Venezia Giulia in Brussels
•    Analysis of the project proposals already presented to the SiS FVG Committee and financed by the Regional Authority of Friuli Venezia Giulia to assess scalability into national or European projects

Expected result: 
  • Increase the intensity of scientific collaboration between the organisations of SiS with other parties at the European level, the ability to attract EU and national funding, involvement in initiatives of the National and European System and European networks
  • Strengthen expertise for high-quality planning and collaboration between SiS FVG Partners and the exchange of best practices in order to establish thematic sub-working groups for future years and verify possible opportunities to launch joint services supporting europlanning

Promote the establishment of strategic projects in the research and innovation sector also in line with macroregional EU strategies

Result indicators: 

In 2021 (1 December to 30 June 2022):

  • Preparation of the programme of activities for 2021–2022
  • Drafting and implementation of a survey aimed at SiS FVG Partners to identify requirements and opportunities, and to identify the presence of evaluators of European projects and experts on Horizon Europe working groups. The findings of the survey are analysed and published in a specific report.

In 2022–2023:

  • Gathering and processing of survey data and proposal of a shared workplan to submit to SiS Partners, highlighting any new services to be launched
  • Establishment of a Coordination Committee composed of operational leads for European projects of SiS FVG Partners
  • Creation of a shared virtual workspace
  • Establishment of an updatable database of SiS Partner personnel with experience as project evaluators and personnel participating in coordination meetings of the Horizon Europe programme and who are national delegates or MUR experts
  • Establishment of working groups for specific themes composed of experts from organisations that are SiS FVG Partners
  • Definition of a shared operational protocol between SiS FVG and the Liaison Office of the FVG Regional Authority in Brussels and launch of structured collaboration between the parties
  • Evaluation of project proposals already financed by the FVG Regional Authority with possible scalability to national and/or European projects
  • Monitoring of “Seal of Excellence” proposals for possible financing through regional financing tools
Indicators of realization: 

• Report on the participation to european calls by SiS FVG partners and definition of the criticalities

• Creation of a SiS FVG europlanning coordination commitee and of a shared virtual work space

• Creation of an pilot operative protocol in collaboration with the regional Liason Office  in Brussels 

• Launch of an educational path
